Adds or replaces branding policy custom avatar head image for an existing client policy

This endpoint allows uploading data as a new custom head avatar image (used in Feedback Client feedback screens) for an existing branding policy.

Uploaded data should be raw byte contents of PNG -formatted image file, and be in 300 pixels in height and 300 pixels in width in size.
